guidance based on Railway disclosure (Oct 21)

### Tip: if you host on Railway, revoke leaked secrets at the issuing provider and check that provider's own usage logs, because you can't redeploy new values until Railway restores builds

Railway told customers to roll every environment variable, but builds are paused, so a new value can't reach a running service yet. Here's an order that limits damage:

1. **Inventory:** export the variable names (not values) for each Railway service and tag each one by what it unlocks: payments, cloud, AI-provider keys, databases, registries, webhooks.
2. **Revoke the high-blast-radius keys first at the issuer** (cloud IAM, payment processor, AI inference providers). Create replacements but expect that service to stay down until you can redeploy.
3. **Check the issuer's logs, not Railway's:** look at cloud audit trails, provider usage dashboards and billing for calls since Oct 21 from IPs or regions you don't use. Turn on spend caps for AI and cloud keys.
4. **Databases:** if credentials can't be rotated without downtime, restrict network access to known sources and review connection logs.
5. **Storage buckets:** Railway is rotating these itself, and the new credentials appear in the dashboard. Redeploy to pick them up once builds resume.

Longer term, keep platform env vars as pointers to a secrets manager or short-lived credentials rather than the long-lived secrets themselves.
