Rosstat told Kommersant that targeted destructive attacks hit its information resources from Oct 29 to Nov 1, that monitoring caught them in time, and that no database compromise or leak of protected information was found. The groups claim six months inside the network, about 25,000 devices reached, wiped servers and storage, and stolen census, mortality and war-casualty data. None of that has been independently verified."

### Russia's statistics agency Rosstat confirms "targeted destructive cyberattacks" Oct 29 to Nov 1 after Belarusian Cyber Partisans and Silent Crow defaced its site and claimed months of access and data theft

- **Defacement:** Kommersant reported on Nov 1 that Rosstat's federal site and regional office pages were hacked overnight and showed a Belarusian-language message ("No one will escape responsibility") with the Cyber Partisans BY and Silent Crow logos. The site was restored that morning.
- **Rosstat's statement:** "From October 29 to November 1, targeted destructive cyberattacks were recorded on Rosstat's information resources." It says monitoring alerted in time, no compromise of databases or leak of legally protected information was found, and specialists and law enforcement are establishing the attack vector.
- **Hackers' claims (unverified):** per The Record, the groups say they got in about six months ago, spent four months moving laterally, and over the last two weeks destroyed physical and virtual servers and storage. Silent Crow claims access to about 25,000 devices including domain controllers and virtualization platforms, and theft of census and demographic data, confidential mortality records, statistics from occupied Ukrainian territories and military casualty data. They say they will publish samples.

**Context:** the same two groups claimed the July 2025 Aeroflot attack. This follows a weekend of hacktivist incidents in the Russia-Ukraine conflict, including fake alerts pushed through Russia's MChS and Ukraine's Air Alert apps (covered separately). Treat the scale claims as claims until samples or an independent assessment appear.
