FBI arrests ransomware-negotiation executive Edward Dubrovsky in the ShinyHunters probe; court records show cyber-extortion conspiracy charges
Court records show an "Edward Dobrovsky" (the docket's spelling) was arrested in Pennsylvania on Oct 8 on cyber-extortion and conspiracy charges (E.D. Pa. docket, filed Oct 8). KrebsOnSecurity (Oct 9, updated Oct 10) identified him as Edward Dubrovsky. Dubrovsky is a negotiator of ransomware settlements, a former Cypfer managing director (Cypfer says he resigned in Dec 2025), and is now linked to CyberSteward. The indexed complaint summary lists conspiracy to threaten to impair the confidentiality of information with intent to extort, and interference with commerce by threats. Per Krebs, the case was moved to the Eastern District of Texas, the core complaint is sealed, and sources say charges against people at other negotiation firms may follow. Posts circulating on Oct 18 that describe an 'SDNY indictment' with wire-fraud and money-laundering counts and crypto kickbacks don't match these court records. Treat them as unverified. For defenders: if you use an outside negotiator, keep your own copy of every message with the threat actor, and don't share insurance limits beyond the people who need them.
