### DHS order bars DeepSeek products, and third-party products built on DeepSeek, from US federal civilian agencies

DHS filed a Federal Register notice (public inspection Oct 19, publication scheduled Oct 20, docket DHS-2026-0628) of a Federal Acquisition Supply Chain Security Act (FASCSA) exclusion and removal order against Hangzhou DeepSeek Artificial Intelligence Co. The order, signed July 24, 2026, (1) excludes DeepSeek and affiliated entities' IT products and services from federal civilian procurements and (2) requires civilian agencies to remove DeepSeek and DeepSeek-affiliate products, **and third-party products and services developed using DeepSeek implementations**, from their IT systems. Implementation questions go to CISA's FASCSA order team. Defense, intelligence-community and national security systems are covered by their own authorities, and the order does not restrict private use. Practical impact: vendors selling to civilian agencies need to know whether any model or component in their product is DeepSeek-derived.
